Why Haven't IRS Paid Some People Tax Returns

Usually by now taxpayers would have an answer about their refund. What could be the holdup..

At the least you would have a refund date or a message saying you owe taxes, here's your refund amount and date. Speaking from taxpayers point of view in Florida. Why is 2019 lingering on into 2020? Is the IRS bankrupt? What are your thoughts?
